Hello Connie!!!
Only way to find out that information for sure would be on the birth certificate. If adopted, the birth certificate would be at the County Courthouse of the county they were adopted in. If fostered, the information would be in New York at the Children's Aid Society or the New York Foundling Hospital.
The Department of Health in New York would also be one of the best sources--birth certificates were kept in the town of birth so that would be good to know. Last option contact the Childrens Aid Society and the New York Foundling Hospital in New York City. There is a specific process to inquire for information. Contact me to find out if you are serious about finding the information. It will not be easy, trust me. But it is worth it.
