I think you are right. The J.J. Russell that married Lydia H. Thompson and fathered a Frank Russell is clearly different than the Hon. J.J. Russell that was a lawyer and politician. Among other things, the J.J.-Lydia divorce was not finalized until January 25, 1877.
In looking around further, I believe the J.J. Russell that I am looking for is Jacob J. Russell who first married Vashti Thornton in Muscatine on September 30, 1854. Vashti, who died in 1866 and is buried in Fairport Cemetery, was apparently the mother of the Frederick and Emma on the 1870 census. I believe this Jacob J. Russell moved to Red Oak, Montgomery County, Iowa at some point and died there in 1897.
I have not found what happened to Frederick, but I believe Emma married Fred S. McBurney in Muscatine in 1879 and also moved to Red Oak (and then on to other places).
I’m very curious if Lydia H. Thompson (who married J.J. Russell and gave birth to Frank) and Harriet L. Thompson (who married Jacob Kebort and raised Frank) are actually the same person, or related. I’m going to keep digging into that.
