There are many Shutterly and Shetterly families in Pennsylvania. The 1860 census records for Franklin Co., Pennsylvania, show a Jno. Shutterly, age 66, blacksmith, living in Chambersburg, with wife Catharine, age 64, and son Wm., age 19.

Your Wm. Shutterly and wife "Rosettie" are in the 1880 census for Moravia, Appanoose Co., IA, 9 July 1880, p. 18.

You might try the Pennsylvania archives or try the Franklin Co. site at the www.pagenweb.org pages.
