Question house on 35th St

Can someone maybe answer this for me. I found a family member on the 1900 census in Polk County, Des Moine, IA at a house on 35th street. What is strange about this is she is listed as an border under relation and under occupation as an inmate. There was a Matron of the Home, and titles such as Captain, cadent, and an lieutenant. But all the girls listed were inmate and the ages were 24-16. There are 2 children under 4 mo. listed as inmate. SO is it a home for unwed mothers or was it really a place for inmates? Just such strange titles. Would love any help anyone could give me. Thanks so much.
