Vinton Court House Marriages

While reading through some Keystone Bulletin newspaper marriages, I have come across two different weddings that were "celebrated at the rest room at the court house". Does any one know, were people married in the toilet or was the term "rest room" used differently, than what we think of now, back in 1920?
