I can find no indication that David and Susan Neff ever lived in Wapello county. I checked all the appropriate census records and can find only one that matches what you provided. The following information was available:

From the 1850 Federal Census for Marion, Henry County, Iowa

David Neff, aged 50, born Maryland
Susan Neff, aged 48, born Pennsylvania
Joseph Neff, aged 16, born Ohio
Susan Neff, aged 14, born Ohio
Lydia Neff, aged 7, born Ohio

From the 1860 Federal Census for Osceola, Clarke County, Iowa:

Neff, David, aged 60, born Maryland
Neff, S., aged 58, born Pennsylvania
Wright, Ansuletta, aged 9, born Illinois

I cannot find David in the 1870 census but he appears in the 1880 census in Clarke county at age 80 living with a son, John Neff, and wife, Elizabeth.

Cemetery records show that a David Neff who died on 7 Jul 1882 is buried in Cox Cemetery, Town of Ward, Clarke County, Iowa. In the same cemetery is Susan Neff, wife of David, who died on 10 Jun 1884.

Don't know if this is your David and Susan Neff or not. There are plenty of Neff entries in the marriage records of Wapello County, but few burials. If you have additional information that would narrow things down, I would be happy to do some more looking.
