I can't find Burley in the 1900 or 1910 records either. In fact, I don't find anything on him until 1930. In 1930 he shows up in Wapello county with wife Alice M., sons Frank E., Charles, James B. and daughter Gladys R.. Since all children were born in Iowa that indicates that he most likely was here the entire time.
In 1900 he will be difficult to find since he was most likely living with someone else and would not be a head of household. In 1910 he could have been anywhere, living with a relative or even as a border somewhere. I did notice that, in 1930, he was listed as working in a packing house so he most likely worked for John Morrell & Co. That may be what he did in Waterloo as they have several packing houses as well.
BTW the social security death index shows that he was born in 1890.
