I'm pretty sure the best way to mail order is with this form, which costs $15, from the state. It is used for Marriages after 1850.
http://www.idph.state.ia.us/apl/common/pdf/vital_records/application_certified_copy_vital_record.pdfHowever, I do not think you have to pay to see it yourself at the county level, in person, you would just have to pay to use a photocopier. However, you would then have to hire someone to do it, if you are not local, and the 15 dollars is probably cheaper.
I am not 100% sure that the local level does allow walk-ins to look at the marriage books as I have unfortunately not been to the county. I did call the county courthouse once to try to find out about a record and was told I had to come in in person, so I'm assuming that walk-ins are allowed.
Please consider, once you have obtained your record, submitting a digital copy of it to this website. We definitely need some new material (I have a bunch planned, but it's not quite up yet) and since I'm not local, marriages are exactly the kind of thing that are difficult for me to obtain. And if you submit it along with your email address, people might even contact you about the couple and your relation.
