? Uncertified copy of a birth record

I am compiling documents like birth, death, & marriage records for my Summerlin family History backup file.

I have a marriage record for a Virginia Lee Maring who married a distant relative of mine in Pasquotank Co., NC & on the application her birth date is 4-28-1933, Wapello, Louisa Co., IA. She is the daughter of John Maring, ( ? ) Co.,IA & Letha Lenhart, ( ? ) Co., IA.

My question is 1.) is it possible to get an "Uncertified" copy of her birth record for my file & if so what is the cost, 2.) what county)ies) are her parents born in, both are listed as being born in Iowa.
