There was a James E. Bissell who died in 1925, living in the Volga area in the 1880's, but he was not a minister.
I can't be certain, but think Rev. Bissell was Johnathan E. Bissell, who was a minister in Newton (Jasper co.) and McGregor 1880-1887 (scroll down the page to The Ministers & Missionaries for his entry) http://iagenweb.org/clayton/church/pilgrims.htm
Although Rev. Bissell isn't mentioned on this page, not all who served that congregation are.

The last line on the page says in 1961 the church joined the United Church of Christ.Like many pastors, he probably served more than one congregation.

Rev. J.E. Bissell was summoned on Tuesday by telegram to Newton to conduct the funeral services of a former parishoner. He is expected to return in time to occupy his own pulpit on Sunday, and to conduct a praise service on Sunday evening.

The 36th Annual Meeting of the Clayton County Bible Society was held in the Congregational church on Feb. 7, 1886. Rev. J.E. Bissell was pastor of the Congregational church and Rev. W.D. Mabry of the Methodist.
