NAVY INSTRUCTOR
William H. Phelps, jr., 18, third class petty officer, has graduated from the aviation metalsmith school at the naval air base, Norfolk, Va., and has been selected to instruct in the course there. Mr. Phelps is a son of Mrs. William H. Phelps, 1425 Fairview boulevard.
