Sioux City Man Going Places in Uncle Sam’s Army

Homer A. Bruce, of Sioux City, seems to be going places in Uncle Sam’s army.  Homer enlisted in the army only 10 months ago and already has been promoted to the rank of staff sergeant.  In the old army, a man seldom reached the rank of staff sergeant without at least 10 years of service.  In the present army, officers assert, attention is paid to ability and efficiency of the individual rather than to length of service in selection of officers and noncommissioned officers.
