Iowa City is actually in Johnson County, Iowa. I found a reference for Eli Marshall in the Portrait and Biographical Album of Linn County, Iowa, Vol. 2. On Page 791 under the bio for Sidney H. Marshall. In the 2nd paragraph it states .. "They came from the later State to Van Buren County, Iowa, in 1845, and in July of the same year the father died there.
