Robert Porter burial

Could anyone tell me why "TombstoneRecords of Scott County,Iowa"shows death of Robert Porter in Chicago Jan 10, 1916 and burial in Oakdale Cemetery, Davenport, but I cannot find him there?
Iowa, Cemetery Records 1662-1999 shows death and burial. Cook County, Illinois Index 1908-1988, & Cook County, Illinois, Deaths Index, 1878-1922 shows his death. Any idea why he would not show up at Oakdale? Thanks,
