polk co insane commission

just a hope someone can help me....in 1888-1889, my great grandfather (In law) was found insane and committed to an insane asylum in iowa. I am wondering, since this was a city commission, does anyone know if those records would still be available, and if so, where??? then I could pursue this matter in person during a road trip to iowa.
