Joseph Myers death certificate??

I have been searching for a death Certificate for my great grandfather;

MYERS, JOSEPH R Born April 13, 1837 in Elkhart Co IN, Died June 28 1902 in Charition Lucas Co but he lived most of his life in Wapello Co in Agency/Ottumwa I do have his obit

This is what has been done;

I have sent money and form to the State achieves and they found nothing,
I have had someone search in Lucas Co and found nothing.
The Genie society in Ottumwa searched in the records in Ottumwa and found nothing

I am wondering what I can do next. Any suggestions?
