That could be James F. Livingston. There are several Livingston's buried at Four Horn according to the WPA.

What info can you share on this person that links them to Jones County?

I do see a George Livingston married to a Mary Cole March 22, 1861 in Jones County (probably spelling variation to your Kohl)

At the same time there is a George Livingston, age 28 born NY with wife E. J. age 20 born Ohio, living in Cass twp 1860 census. I don't find any sign of him in the 1870 Iowa census. In the 1880 census the closest I come is a George Livingstone, age 38 with wife Elizabeth, age 32 - living at Oskaloosa, Mahaska, IA

It could be possible that George may have been a middle name and he went by a first name later in life - or vice versa? Or possibly George died early in life, between 1860-1870.

Researcher Kathy J. Hess lists him as George H. Livingston and Mary Kohl (she born 1839 in PA). Within the children listed are a Henry Daniel Livingston born 1865 in Franklin, Linn Co., IA. So that tells us he moved from Jones county to neighboring Linn County - you may want to search further there.
