The Percy Swain arrived here last Thursday with barges and force of men on her way up the river from Fulton, where they have been engaged on Government work this spring. It was expected that work would begin on the wing dams on the river below Bellevue, but this will be delayed until the passage of the river and harbor bill, on account of lack of funds to proceed with the work. As soon as the work can be done five dams will be put in here. – Bellevue Herald.
