Easy Dupbuque Marriages?

Doing genealogy... and found two cases were distant relatives from Manitowoc County, Wisconsin went to Dubuque to get married in the 1930 to 1940 time frame. They returned to Wisconsin once they were married. Was it an easy place to elope to??
My parents -- from Manitowoc -- married in Dubuque in 1932 because my dad had a new job there. He took the Fenelon railway everyday. They lived there for several years until he transferred to Michigan.
