George Anderson Noftsger and Carrie Edna Lamphiear

y My name is Tammy Noftsger. I have been doing research on my dads side of my family. I ordered my fathers(Joseph John Noftsger) death certificate which proves that George Anderson Noftsger and Carrie Edna Lamphiear where his parents. From my understanding my father was born in Oklahoma in 1940 and graduated from Tulsa Central High in 1959. What I don't understand is why was my grandfather in Washington when he died when my father was only 15. Another thing I don't understand is why no matter what sites I look at they say nothing about Joseph being Georges and Carries son. Can someone please elaborate on this?
