As an update to Judy's question we found out that there really has never been an orphanage in Clinton County. The churches might have taken some in and placed them with new families or something but most were sent to the Iowa Soldiers Orphan Home (Annie Wittenmyer) in Davenport. We found out that on the census, they would record the county the child was from making it appear that they were in Clinton. I hope this info helps someone :)
