Pottawattamie Indian Mixed-Blood Annuity Rolls


 

Most of the people on these rolls resided on the so-called "Half Breed Farms," a neighborhood which stretched from Knox, an old post office in Fremont county, up to the Egypt community in southwestern Mills county. The intention here is to establish a possible roster of this Half Breed Farm community.


The 1842 Pottawattamie Indian of Council Bluffs Pay Roll for "Half Breeds"

This 1839 Annuity Pay Roll is probably the first one drawn up after the Pottawattamie moved to The Council Bluffs. It seems to have been the work of Capt. John Gantt.

I have found Gantt as the guide for the Fort Leavenworth Dragoons in 1834 when they marched through The West so the Indians living there might be duly impressed as to the strength of the United States military....In Jan. 1838 the newspapers said that Capt. John Gantt and his delegation of Pawnee, Otoe, Omaha and Missouri Indians had arrived back in Independence, Missouri, from their visit to Washington, D.C...In April 1838, Gantt was employed as the Superintendent of Issues for the Pottawattamie at their Issue House located at Council Point four miles southwest of present Council Bluffs, and continued in that position until Sept. 27, 1839, at which time he was relieved of this duty by the new Council Bluffs sub-agent, Stephen Cooper....In December 1838, John Gantt was employed as the secretary for a council occurring between those Indians and A. L. Davis and John Dougherty who were hoping to persuade the Pottawattamie to exchange the Council Bluffs lands for others...On Sept. 15!

...1839, Gantt received an appointment from Joshua Pilcher to organize a party of Pottawattamie which Gantt might take to the Osage River Country, hoping that the  might change their minds about removing to that place. However, Gantt replied that Billy Caldwell had told him it would be impossible to organize such a party, and that the whole thing would be a waste of time: The Pottawattamie had rejected such a move in 1837 and in 1838.

The new Council Bluffs sub-agent Cooper had brought the annuity funds to The Council Bluffs in August 1839, but it appears he returned to Lewis county, Missouri within three or four days in order that his family might be brought there to live during the coming winter. Cooper apparently put Capt. Gantt in charge of the distribution of the annuity funds, for the latter says he "acknowledges the receipt of Forty Seven thousand, five hundred and twenty five Dollars of Stephen Cooper, Sub Indian Agt. in the sums appended to our names being our proportion of the Annuity due said tribes for the year 1839".

Gantt did not separate the Pottawattamie into any kind of group, did not alphabetize the roll, so, I have gone through the roll and tried to pick out anyone WHO MIGHT HAVE BEEN considered an eligible half-breed. The alphabetical listing is my work. So, be sure to exercise your own judgment in questionable cases.

Notes:

  1. This annuity roll is found on "Iowa Territorial Papers", National Archives Microcopy No. 325, Roll 78, blip 534. This particular pay roll differentiates each of the tribal bands living there. Blips 534, 535 and 536 begin by showing "Wau-bon-see's Band" and ends by showing "Half Breeds". The following names come from the latter enumeration.
  2. The following list includes: Name, # males under 10 years, males between 10 and 40, males over 40, females under 10, females between 10 and 40, females over 40.

Blip 757 begins the 1843 Chippewa, Ottawa and Pottawattamie annuity pay roll prepared by Richard S. Elliott, Council Bluffs sub-agent. This excerpt is pages 18 and 19 of the pay roll.
  2. BE CAREFUL: This is NOT a census, but a listing of those persons--and the number in each family--who are of mixed blood living in each family who qualify for an annuity payment as a member of this tribe of Indians. For instance, many husbands, who were not of mixed blood, are not counted.

List of people eligible to share in annual payments made to members of an Indian tribe under a Treaty or Act of Congress. The list usually names the members of the tribe as of the date the payment was made.
